With less than five months to go until the primaries, at least one candidate for Cuyahoga County executive is stepping up efforts to reveal proposed policies to the public. In April, Ed FitzGerald, mayor of Lakewood and a Democratic candidate for Cuyahoga County executive, proposed the position of a regional collaboration director for the county's new form of government. The regionalism collaboration director, according to the policy document available on FitzGerald's campaign website, would have a number of duties to encourage the sharing of resources within the region: - Identify opportunities for shared services. - Convene key parties for regional collaboration. - Attract outside resources. - Initiate a non-compete among municipalities. "Currently, the many municipalities which make up Cuyahoga County and Northeast Ohio engage in a destructive bidding war against each other to, in effect, poach each other's economic assets," FitzGerald explains in the document. Such "efforts to maximize one community's tax base ... creates the illusion of economic growth, while trading the same economic assets back and forth actually erodes scarce tax resources." FitzGerald also noted that the notion of regionalism in Cuyahoga County would address issues such as "software support, expanded group purchasing, law enforcement and communication opportunities. "These are all opportunities for communities to collaborate to save money and improve service at the same time," FitzGerald noted in the report. According to his proposal, the director of regional collaboration would be a cabinet-level position appointed by the Cuyahoga County executive. On April 26, FitzGerald issued another policy proposal, this one addressing what he calls CountyStat. This information-gathering system would be used to "develop, measure, track and report significant performance measures that detail service quality and responsiveness," according to the policy statement on FitzGerald's campaign website. "Trends, challenges and geographic data will be presented by statistical analysis and graphical presentation on a regular and frequent basis." CountyStat would be headed by a CountyStat task force, consisting of the executive and key department heads. The goal, according to FitzGerald, is "to encourage inter-departmental coordination, transparency, increased accountability and improved service delivery." CountyStat is based on CompStat, which the New York City Police Department uses to track crime trends. Many cities across the country, including Baltimore, have borrowed this method to create plans for cost savings and service improvements. FitzGerald's back-to-back policy proposal announcements are revving up public debate about the Cuyahoga County executive race, which until now has been on the silent side. FitzGerald's Democratic opponents for the September primary - Terri Hamilton Brown, a consultant to the Greater Cleveland Partnership, and Georgine Welo, mayor of South Euclid - announced their plans to run in mid-April and have not as yet released any proposals. While Republican candidate Matthew Dolan has not released specific policy proposals, he does outline his goals for the position on his campaign website. Ken Lanci, an independent running for Cuyahoga County executive, earlier presented a proposal for the creation of an Office of Public Integrity within the county government. In response to the corruption scandals that have plagued Cuyahoga County government, Lanci's proposed Office of Public Integrity would oversee ethical practices between county officials and vendors, consultants, contractors and employees. "All lobbyists and consultants must report on a public database ... any meetings, phone calls, social gatherings with elected or appointed officials of the county and public employees and, if they have multiple clients, the purpose and client issue discussed," according to the proposal outlined on Lanci's campaign website. All vendors and others doing business with county government would have to register with the Office of Public Integrity and pay an annual registration fee. Under Lanci's proposal, there would be penalties for those who do not comply with the rules. County employees and elected officials could face anything from a fine to termination of employment or removal from office. Vendors, lobbyists, consultants and contractors who break the rules could face limited suspensions or even a lifetime ban from engaging in business with the county.
